2 Kings 24:4

4including the shedding of innocent blood. For he had filled Jerusalem with innocent blood, and the Lord was not willing to forgive.

4Manasseh had spilled the blood of many people who weren’t guilty of doing anything wrong. In fact, he spilled so much of their blood that he filled Jerusalem with it. So the Lord refused to forgive him.

4Manasseh had murdered people who had not done anything wrong. Their blood was in the streets of Jerusalem. The Lord would not agree to forgive Manasseh for his sins.

4and also the innocent blood that he has shed, and he fills Jerusalem with innocent blood, and YHWH was not willing to forgive.
