2 Peter 1:21

21For prophecy never had its origin in the human will, but prophets, though human, spoke from God as they were carried along by the Holy Spirit.

21Prophecy never came simply because a prophet wanted it to. Instead, the Holy Spirit guided the prophets as they spoke. So, although prophets are human, prophecy comes from God.
