Deuteronomy 21:4

4and lead it down to a valley that has not been plowed or planted and where there is a flowing stream. There in the valley they are to break the heifer’s neck.

4The elders must lead it down into a valley. The valley must not have been farmed. There must be a stream flowing through it. There in the valley the elders must break the cow’s neck.
