Ezekiel 17:18

18He despised the oath by breaking the covenant. Because he had given his hand in pledge and yet did all these things, he shall not escape.

18Zedekiah didn’t keep his promise to Nebuchadnezzar and broke his treaty. Zedekiah had made a firm promise to keep it. But he broke it anyway. So he will not escape.
