Leviticus 16:34

34“This is to be a lasting ordinance for you: Atonement is to be made once a year for all the sins of the Israelites.”

And it was done, as the Lord commanded Moses.

34Now you shall have this as a permanent statute, to make atonement for the sons of Israel for all their sins once every year.” And just as the Lord had commanded Moses, so he did.

So it was done, just as the Lord commanded Moses.
