Deuteronomy 1:16

16And I charged your judges at that time, “Hear the disputes between your people and judge fairly, whether the case is between two Israelites or between an Israelite and a foreigner residing among you.

16“Then I ordered your judges at that time, saying, ‘Hear the cases between your fellow countrymen and judge righteously between a person and his fellow countryman, or the stranger who is with him.

16“Then I charged your judges at that time, saying, ‘Hear the cases between your fellow countrymen, and judge righteously between a man and his fellow countryman, or the alien who is with him.

16“Then I commanded your judges at that time, saying, ‘Hear the matters between your brothers [your fellow countrymen], and judge righteously and fairly between a man and his brother, or the stranger (resident alien, foreigner) who is with him.

16At that time I charged your judges: “Hear the disputes between your brothers, and judge fairly between a man and his brother or a foreign resident.

16Here is what I commanded your judges at that time. I said, “Listen to your people’s cases when they argue with one another. Judge them fairly. It doesn’t matter whether the case is between two Israelites or between an Israelite and an outsider living among you.
