1 Peter 2:14

14or to governors, who are sent by him to punish those who do wrong and to commend those who do right.

14Obey the governors. The emperor sends them to punish those who do wrong. He also sends them to praise those who do right.

14Also obey the officers that serve the king. He has sent them to punish people who do bad things. And they praise people who do good things.

14whether to governors, as to those sent through him, for punishment, indeed, of evildoers, and a praise of those doing good;
